Two Rivers Recreational Shooting Range

Roberts Civil Engineering provided comprehensive design, project management, and construction oversight services for the development of the Two Rivers Recreational Shooting Range, a premier outdoor shooting facility developed through a partnership between the Camden County Board of Commissioners, the Georgia Department of Natural Resources (DNR), and the Camden County Sheriff’s Office. The approximately $1.5 million project transformed a 32-acre site into a state-of-the-art recreational shooting complex featuring a 200-yard rifle range, 35-yard pistol range, 32 covered shooting stations, training and concession facilities, parking areas, sidewalks, and supporting infrastructure.

RCE was brought into the project after significant challenges threatened its success, including budget overruns, environmental compliance concerns, unstable berm construction, and design issues that exceeded available funding. Our team conducted a comprehensive assessment of the project, working closely with County leadership and project stakeholders to identify solutions, stabilize construction activities, redesign critical project components, and develop a clear path to completion. Through strategic value engineering, budget realignment, environmental permitting coordination, and redesign of key facility components, the project was successfully brought back on track.

The project was delivered through a phased approach. Initial efforts focused on architectural design support, budget consultation, and completion of the pistol range, shooting canopies, and training facility renovations. Subsequent phases included full surveying, engineering design, environmental permitting, utility and drainage infrastructure, construction administration, and oversight of the rifle range, impact berms, parking facilities, sidewalks, and site improvements. The result was a fully operational recreational shooting complex delivered within budget while preserving all core program objectives and enhancing the overall user experience.

The cost savings achieved through RCE’s project management and value engineering efforts allowed Camden County to invest in additional facility enhancements, including paved parking areas, advanced digital target systems, security cameras, lighting improvements, and other operational upgrades. The completed Two Rivers Shooting Range has become a valuable recreational and training asset for the region and demonstrates RCE’s ability to rescue complex projects, coordinate multiple stakeholders, and successfully deliver specialized public facilities.
