Roberts Civil Engineering provided turnkey engineering, grant support, and project
management services for the City of Kingsland’s CDBG-DR/MIT-funded Sewer Rehabilitation Project. Following significant impacts to the City’s wastewater collection system from hurricane-related flooding, our team worked closely with City leadership to identify critical infrastructure needs, develop a competitive project scope, prepare the Preliminary Engineering Report (PER), and secure approximately $1.9 million in federal disaster recovery funding.

From project selection and programming through final closeout, RCE served as the City’s trusted partner throughout the entire project lifecycle. Our team provided grant application support, engineering design, procurement and bidding services, grant compliance
coordination, construction administration, and construction oversight while ensuring adherence to complex CDBG-DR/MIT program requirements. The project included the
rehabilitation of more than 16,000 linear feet of sewer collection lines, 59 manholes, and upgrades to two critical lift stations, significantly improving the resiliency and reliability of Kingsland’s wastewater infrastructure.

RCE was instrumental in aligning the project with federal funding priorities, leveraging local resources, and successfully navigating the extensive compliance requirements associated with disaster recovery funding. Through proactive project management and coordination among City staff, grant administrators, contractors, and regulatory agencies, the project was successfully delivered from concept through construction and closeout, strengthening Kingsland’s ability to withstand future storm events and reducing vulnerabilities within the wastewater collection system.
