Island Club HOA Surface Paving

The Island Club Homeowners Association needed to resurface its roadway network, which had begun to deteriorate due to years of high-volume traffic. Rather than commit to the high cost of a traditional asphalt overlay or mill-and-fill, the Association pursued a preservation-focused strategy designed to extend the life of the existing pavement and protect one of the community’s most significant capital assets. The work had to be carried out within an active residential community, where uninterrupted resident access was essential throughout construction.

Our team supported the Association by identifying and prioritizing the asphalt repairs needed ahead of resurfacing, bidding and managing the micro-surface installation, and providing hands-on construction oversight to confirm the product was placed in accordance with the approved specifications — all while minimizing disruption to residents.

MISSION:

  • Resurface and preserve the Association’s existing asphalt at a fraction of the cost of a traditional overlay or mill-and-fill

  • Extend the useful life of the existing pavement by 10 to 12 years through a durable double-layer micro-surface treatment
  • Correct surface depressions and ponding areas (“bird baths”) through a targeted leveling course

  • Provide construction oversight to ensure the contractor installed the micro-surface in accordance with the approved specifications

  • Protect and prolong the life of one of Island Club’s most significant capital assets

SUCCESS:

  • Identified and repaired existing asphalt deficiencies — including deep patch repairs and
    curb repairs — to prolong the life of the new micro-surface treatment

  • Established a clear construction schedule and coordinated closely with the property manager to notify owners in advance, preserving uninterrupted access to their homes

  • Verified contractor load tickets against the approved specifications to confirm the
    correct quantity of material was applied
  • Conducted a punch list inspection to identify and correct deficient areas in need of
    rework

  • Executed a successful double-layer micro-surface application projected to preserve the existing asphalt for 10 to 12 years before reapplication

  • Reduced the rate of asphalt deterioration by protecting the existing pavement with a
    sacrificial micro-surface layer

  • Minimized impact to the HOA’s budget, preventing disruption to the Association’s
    capital planning
